The Board of Ingham County Road Commissioners held a special meeting on Thursday, March 1, 2007, at 6:00 P.M. at the Plymouth Congregational Church located at 2001 East Grand River Avenue, Lansing, Michigan.

 

Present:  Larry R. Smith, Chair, Joseph A. Guenther, Vice Chair, and Shirley M. Rodgers, Member.

 

Also Present:  John W. Midgley, Managing Director, and Robert H. Peterson, Director of Engineering.

 

Others Present:  Representatives of the Lansing Township Board of Trustees, the Lansing Township DDA, DLZ Michigan, Fitzgerald Henne & Associates, the Ingham County Drain Commissioner, the Lansing Board of Water & Light, and the City of Lansing.

 

Chair Larry Smith called the meeting to order at 6:00 P.M.

 

Chair Smith stated the purpose of the meeting was to update the property owners along Lake Lansing Road of the status of the proposed project to take place this year. 

 

Drain Commissioner Patrick Lindemann gave an update as to the Groesbeck Drain project proposed for 2007.  He said the creation of the retention ponds has not started yet because the easements needed from the Lansing Board of Water & Light have not been signed by Lansing City Mayor Virgil Bernero.  He said that the easements are all but in hand and once he has the signed documents in his possession, his office will need to bond the work, complete the plans, and bid the project before they are ready to start digging the ponds.  Mr. Lindemann said this process could take up to two months to accomplish.

 

Ingham County Road Commission Director of Engineering Bob Peterson reviewed the status of the project to date.

 

Road Commission Board Chair Larry Smith stated the Road Commission is considering postponing this project until 2008.  He indicated there is much to do and many deadlines cannot be met, without extending construction into October and November.  He opened the meeting to public comment.  He said the Board is contemplating a fall letting with construction to begin in the spring of 2008.

 

Steve Hayward, Director of the Lansing Township DDA, reviewed the project history to this point, the community desires voiced at the last informational meeting, and breadth of all the road construction proposed, including the proposed roundabouts at both Lake Lansing Road and the new Chamberlin Drive and at Wood Street and Sam’s Way, the new Chamberlin Drive construction, and the construction of the western extension of Sam’s Way.  Mr. Hayward turned the presentation over to the township’s consultant, DLZ Michigan.  John Salman and Steve Metzger gave a power point presentation outlining the proposed construction sequence and general information about roundabouts.

 

Dick Maidlow, 1530 Lake Lansing Road, Lansing.  Mr. Maidlow stated he owns Affordable Self Storage, which is located near the big curve in Lake Lansing Road.  His fence was hit recently and he wants something done to protect his property.  A discussion was held about the traffic calming effect that roundabouts have and how they slow traffic, which will help at his location.

 

Yvonne Joseph, 1600 Lake Lansing Road, Lansing.  Ms. Joseph stated she owns Classic Arms Company, which is located about right in the middle of the proposed Lake Lansing Road project.  She said her busiest time is October, November and December and she would hope the road is not closed during those months.  If that is the case, then she would prefer the project is postponed until 2008.
